69 in r2c9 sees 269 in r7c9 which has a strong link on 6 to 69 in r7c8 which sees 69 in r4c8, thus 9 is eli ...

I think you got it right, but as you say, with some unusual terminology, and it appears a mistake in the column number.

How about:

xy wing 17-3 at r1c1 which gives

r45c3 <> 3

which l ...

W-wing using 69's with a strong link on 9's in row 5 yields r6c4 <>6 which also solves. This seemed to be one of the easier "very hard" puzzles.
