Does the following image show a legitimate minimum 2x2x2 Swordfish with the base in rows A, E and I and the cover in columns 3, 4, 5 with eliminations all of col 3 except E3?

I added the eliminations in col 3 to show that E3 is not a single.

I'm after the rule or logic for either a yes or no answer.

I ask because of conflicting information primarily that the maximum number of eliminations is 18 for the minimal Swordfish and this configuration could yield up to 21 if legitimate.

Regardless of the answer, I'm looking for an authoritative description that covers this case.
