That is an XYZ-Wing of sorts (XYZ, XZ, YZ). Normally XYZ-Wings have the XYZ and one other cell in the same box and an elimination is made from any cells that sees all three cells of the Wing. No cells see all three here, so in and of itself, that cell combination doesn't make an elimination.

Of course, if r6c9 were 47, it would be a nice little XY-Wing which would take out the 1.
