An m-wing(14) does it in one step...

				| There's both a Finned X-Wing and Skyscraper on 7 but I didn't check if either completes the puzzle. Also a short AIC removing 7 from r5c2. |

I found and "Almost" (or finned) xy-wing that made the same deletion as the m-wing posted by Peter.

AXY-wing 1-46 with vertex (16)r7c1, pincers (46)r5c1 & (14)r7c8 with fin (27)r5c1

If xy-wing is true then r5c8<>4

If fin is true then locked set(27)r15c1, then r6c1<>7=6, then r7c1<>6=1, then r7c8<>1=4; r5c8<>4
